The Washington Centre, on North Mill Street, was conceived as a downtown business and shopping complex. Construction began in late 1973 after the area had been cleared of older buildings as part of an urban renewal project of the New Castle Redevelopment Authority. The complex was anchored by two banks, the First Seneca Bank & Trust and the Dollar Savings Association. The first stores opened in November 1974 and most were opened by March 1975.
